ನಮ್ಮ ಮೆಟ್ರೋ ಅಥವಾ ಬೆಂಗಳೂರು ಮೆಟ್ರೋ ಎನ್ನುವದು ಬೆಂಗಳೂರು ನಗರದ ರೈಲು ವ್ಯವಸ್ಥೆ. ಇದು ಸದ್ಯ ನಿರ್ಮಾಣ ಮಾಡಲಾಗುತ್ತಿದೆ. ಇದರ ಒಟ್ಟೂ ಉದ್ದ ೪೩ ಕಿಮೀ.

The agency responsible for its implementation is the Bangalore Metro Rail Corporation Ltd (BMRCL). With nearly 70% of the work completed as of February 2010, the first stretch between Bayappanahalli to M.G. Road is scheduled to open in December 2010.

ಇತಿಹಾಸ

Although mass transit for Bangalore had been in consideration for over two decades, the final approval on a scheme that incorporated the expertise of Delhi Metro Rail Corporation (DMRC) and the Indian Government-owned RITES infrastructure and transport consultancy did not come until April 2006. The rationale for the metro includes reduced journey times, cutting fuel use, accident reduction and lower pollution.

A detailed project report prepared by the Delhi Metro Rail Corporation (DMRC) and RITES envisaged a 33 km elevated and underground rail network with 32 stations for Phase I of the project. The proposed gauge was standard gauge unlike the broad gauge on the Delhi Metro network.

Construction work for Phase-1 of the project was scheduled to start in 2005 but was delayed by a February 2006 change of government in the state of Karnataka and continued debate over whether the project was financially feasible and appropriate for the city. Finally, on 25 April 2006 the Indian cabinet approved the project, which was then budgeted at more than Rs.5400 crore (about US$1.2 billion). In 2006, Navayuga Engineering was awarded the contract to construct Reach 1 on the East-West line.

The foundation stone for the Phase-1 construction was laid by Prime Minister Manmohan Singh on June 24, 2006. Construction on Reach-1 of the project between MG Road and Baiyyappanahalli commenced in 2007 and work on Phase-1 of the project is scheduled to be completed by 2012. The first line is scheduled to open in December 2011.

In 2007, BMRCL announced that it would incorporate a northern extension (from Yeshwantpur to Hessarghatta Cross) and part of the southern extension (from RV Road to Puttenahalli) in Phase I, thus extending the length of Phase I network to about 42 km, with 40 stations. The objective of this was to connect the Metro to the Outer Ring Road at both ends, as also cover the industrial areas of Peenya in the North-West, thereby providing better connectivity and increasing ridership. In October 2008, the Government of Karnataka approved this extension, which would cost an additional Rs.1592 crore.

Purple Line (Line 2)

The Purple line consists of 17 stations from Baiyappanahalli Terminal to Mysore Road. The 18.1 km line has a 3.4 km underground section with the rest being elevated. It connects the eastern and western areas of Bangalore.

ಮೆಟ್ರೊ ಸಂಚಾರದ ವೇಳೆ ಅಪಘಾತ ಸಂಭವಿಸಿ ಪ್ರಯಾಣಿಕ ಮೃತಪಟ್ಟರೆ ೪ ಲಕ್ಷ ರೂಪಾಯಿ ಹಾಗೂ ಸಾಮಾನ್ಯ ಗಾಯಾಳುಗಳಿಗೆ ಗರಿಷ್ಠ ೮೦ ಸಾವಿರ ರೂಪಾಯಿ ಪರಿಹಾರ ಧನ ವಿತರಿಸುವುದಾಗಿ ಸರ್ಕಾರ ರೂಪಿಸಿರುವ ನಿಯಮಾವಳಿಗಳಲ್ಲಿ ತಿಳಿಸಲಾಗಿದೆ.

ಮೆಟ್ರೊ ಸಂಚಾರದ ವೇಳೆ ಅಪಘಾತ ಸಂಭವಿಸಿ ಪ್ರಯಾಣಿಕ ಮೃತಪಟ್ಟರೆ ೪ ಲಕ್ಷ ರೂಪಾಯಿ ಹಾಗೂ ಸಾಮಾನ್ಯ ಗಾಯಾಳುಗಳಿಗೆ ಗರಿಷ್ಠ ೮೦ ಸಾವಿರ ರೂಪಾಯಿ ಪರಿಹಾರ ಧನ ವಿತರಿಸುವುದಾಗಿ ಸರ್ಕಾರ ರೂಪಿಸಿರುವ ನಿಯಮಾವಳಿಗಳಲ್ಲಿ ತಿಳಿಸಲಾಗಿದೆ. ಅಲ್ಲದೇ ಪರಿಹಾರ ಒದಗಿಸುವ ಪರಿಹಾರ ಆಯುಕ್ತರ ವರ್ತನೆ ಕುರಿತಂತೆ ಕೂಡ ನಿಯಮಗಳನ್ನು ರೂಪಿಸಲಾಗಿದೆ.

ಬೆಂಗಳೂರು ಮೆಟ್ರೊ ರೈಲು (ಪರಿಹಾರ ಪ್ರಕ್ರಿಯೆ) ನಿಯಮಾವಳಿ ೨೦೧೦ ರ ಪ್ರಕಾರ ಅಪಘಾತ ಸಂಭವಿಸಿದರೆ ಪ್ರಯಾಣಿಕ ಅಥವಾ ಪ್ರಯಾಣಿಕರ ಸಂಬಂಧಿಕರು ಪರಿಹಾರಕ್ಕೆ ಅರ್ಜಿ ಸಲ್ಲಿಸಬಹುದು. ಅರ್ಜಿಯ ವಿಚಾರಣೆ ನಡೆಸುವ, ಪರಿಹಾರ ಧನ ನೀಡುವ ಒದಗಿಸುವ ಹಕ್ಕು ಸರ್ಕಾರದಿಂದ ನೇಮಕವಾದ ಪರಿಹಾರ ಆಯುಕ್ತರಿಗೆ ಇದೆ. ಆಯುಕ್ತರು ಸಿವಿಲ್ ನ್ಯಾಯಾಲಯದಂತೆಯೇ ಅರ್ಜಿ ವಿಚಾರಣೆ ನಡೆಸುತ್ತಾರೆ. ಅಲ್ಲದೇ ಮಧ್ಯಂತರ ಅಥವಾ ಅಂತಿಮ ಆದೇಶವನ್ನು ನೀಡಬಹುದು. ಪ್ರಯಾಣಿಕ ಮೃತಪಟ್ಟಿದ್ದರೆ ಸಂಬಂಧಿಕರಲ್ಲಿ ಯಾರಿಗೆ ಪರಿಹಾರ ನೀಡಬೇಕು ಎಂಬುದನ್ನು ಇವರೇ ತೀರ್ಮಾನಿಸುತ್ತಾರೆ. ಪರಿಹಾರ ಪ್ರಕ್ರಿಯೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಮೆಟ್ರೊ ರೈಲು ಆಡಳಿತಕ್ಕೆ ನೋಟಿಸ್ ನೀಡಬಹುದು. ಅರ್ಜಿದಾರರಿಗೆ ಸೂಕ್ತ ಸಾಕ್ಷ್ಯ ಒದಗಿಸುವಂತೆ ಸೂಚಿಸ ಬಹುದು.

ಆಯುಕ್ತರು ನೀಡಿದ ಪರಿಹಾರ ಸೂಕ್ತವಾಗಿ ಕಂಡು ಬರದೇ ಇದ್ದಲ್ಲಿ ಅರ್ಜಿ ಸಲ್ಲಿಸಿದ ೩೦ ದಿನಗಳ ಒಳಗೆ ಪರಾಮರ್ಶನಾ ಅರ್ಜಿ ಸಲ್ಲಿಸಲು ಅವಕಾಶ ಕಲ್ಪಿಸಲಾಗಿದೆ. ಮರುಪರಿಶೀಲನಾ ಅರ್ಜಿ ಸೂಕ್ತವಾಗಿಲ್ಲದೇ ಇದ್ದರೆ ಅದನ್ನು ತಿರಸ್ಕರಿಸುವ ಅಧಿಕಾರ ಆಯುಕ್ತರಿಗೆ ನೀಡಲಾಗಿದೆ.

ಪರಿಹಾರದ ಮೊತ್ತ: ಅಪಘಾತದಲ್ಲಿ ಸಾವನ್ನಪ್ಪಿದವರಿಗೆ ೪ ಲಕ್ಷ ರೂಪಾಯಿ ಪರಿಹಾರ ನೀಡುವಂತೆ ಸರ್ಕಾರದ ನಿಯಮಾವಳಿಗಳಲ್ಲಿ ಸೂಚಿಸಲಾಗಿದೆ. ಅಲ್ಲದೇ ಅಪಘಾತದಿಂದಾಗಿ ಎರಡೂ ಕೈ, ಅಥವಾ ಎರಡೂ ಕಾಲು, ಸಂಪೂರ್ಣ ದೃಷ್ಟಿ ವೈಕಲ್ಯ, ಮುಖ ಭಾಗಕ್ಕೆ ತೀವ್ರ ಹಾನಿ, ಸಂಪೂರ್ಣ ಕಿವುಡುತನ ಸಂಭವಿಸಿದ್ದರೆ ೪ ಲಕ್ಷ ರೂಪಾಯಿಯನ್ನು ಪರಿಹಾರ ರೂಪದಲ್ಲಿ ನೀಡುವಂತೆ ನಿಯಮ ರೂಪಿಸಲಾಗಿದೆ. ಅಲ್ಲದೇ ವಿವಿಧ ಅಂಗಗಳು ಊನಗೊಂಡರೆ ಬೇರೆ ಬೇರೆ ಬಗೆಯ ಪರಿಹಾರ ಸೂಚಿಸುವ ಪಟ್ಟಿಯೊಂದನ್ನು ನಿಯಮಾವಳಿಯಲ್ಲಿ ನೀಡಲಾಗಿದೆ. ಅಪಘಾತದಲ್ಲಿ ಗಾಯಾಳುವಾಗಿದ್ದ ವ್ಯಕ್ತಿ ಮೃತಪಟ್ಟರೆ ಗಾಯಾಳುವಿಗೆ ನೀಡಿದ್ದ ಪರಿಹಾರವನ್ನು ಮೃತರಿಗೆ ನೀಡುವ ಪರಿಹಾರಕ್ಕೆ ಹೆಚ್ಚಳ ಮಾಡಬಹುದಾಗಿದೆ. ಅಂದರೆ ಗಾಯಾಳುವಿಗೆ ನೀಡುತ್ತಿದ್ದ ಪರಿಹಾರಕ್ಕೆ ಬದಲಾಗಿ ಗರಿಷ್ಠ ೪ ಲಕ್ಷ ರೂಪಾಯಿಗಳನ್ನು ಪರಿಹಾರ ರೂಪವಾಗಿ ಘೋಷಿಸಬಹುದಾಗಿದೆ.

ಅಲ್ಲದೇ ಅಪಘಾತ ಸಂಭವಿಸಿದಾಗ ಪ್ರಯಾಣಿಕರು ಸಾಗಿಸುತ್ತಿದ್ದ ಸರಕು ಸರಂಜಾಮುಗಳು ಹಾನಿಗೊಳಗಾಗಿದ್ದರೆ ಅವುಗಳಿಗೆ ಪರಿಹಾರ ಒದಗಿಸುವಂತೆ ಕೂಡ ನಿಯಮಾವಳಿಗಳಲ್ಲಿ ಸೂಚಿಸಲಾಗಿದೆ. ಅಪಘಾತ ಪರಿಹಾರಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ಅರ್ಜಿ ಬಿಎಂಆರ್‌ಸಿ ವೆಬ್‌ಸೈಟ್‌ನಲ್ಲಿ ಲಭ್ಯವಿದೆ. [೨]

ಪರಿಹಾರ ನೀಡುವ ಪರಿಹಾರ ಆಯುಕ್ತರ ಕುರಿತು ಕೂಡ ಕೆಲವು ನಿಯಮವಾಳಿಗಳನ್ನು ರೂಪಿಸಲಾಗಿದೆ. ಬೆಂಗಳೂರು ಮೆಟ್ರೊ ರೈಲು ಪರಿಹಾರ ಆಯುಕ್ತರ ಅನುಚಿತ ವರ್ತನೆ ತನಿಖೆ ಅಥವಾ ಅವರ ಅಸಾಮರ್ಥ್ಯ ನಿಯಮಾವಳಿ- ೨೦೧೦ರಲ್ಲಿ ಈ ಬಗ್ಗೆ ವಿವರವಾಗಿ ತಿಳಿಸಲಾಗಿದೆ.

ಪರಿಹಾರ ಆಯುಕ್ತ ತನ್ನ ಕಾರ್ಯ ನಿರ್ವಹಿಸುವಲ್ಲಿ ಅಸಮರ್ಥನಾಗಿದ್ದರೆ ಅಥವಾ ಅನುಚಿತವಾಗಿ ವರ್ತಿಸಿದರೆ ಈ ಬಗ್ಗೆ ಪ್ರಾಥಮಿಕ ತನಿಖೆ ನಡೆಸಲು ನಿಯಮಾವಳಿ ರೂಪಿಸಲಾಗಿದೆ.

ಇದಕ್ಕಾಗಿ ಮೂವರು ಸದಸ್ಯರ ಸಮಿತಿಯನ್ನು ರಚಿಸಲಾಗುತ್ತದೆ. ಸರ್ಕಾರದ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ ಅಧ್ಯಕ್ಷರಾಗಿ ಹಾಗೂ ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆಯ ಕಾರ್ಯದರ್ಶಿ ಹಾಗೂ ಕಾನೂನು ಮತ್ತು ಮಾನವ ಹಕ್ಕುಗಳ ಇಲಾಖೆ ಕಾರ್ಯದರ್ಶಿಗಳು ಸದಸ್ಯರಾಗಿ ಇರುತ್ತಾರೆ. ಅಲ್ಲದೇ ಆಯುಕ್ತರ ಅಸಾಮರ್ಥ್ಯತೆ ಕುರಿತು ತನಿಖೆ ನಡೆಸಲು ಹೈಕೋರ್ಟ್ ನ್ಯಾಯಾಧೀಶರನ್ನು ಸರ್ಕಾರ ನೇಮಿಸಬಹುದಾಗಿದೆ. ಆಯುಕ್ತರ ದೈಹಿಕ ಅಥವಾ ಮಾನಸಿಕ ಅಸಾಮರ್ಥ್ಯತೆ ಕುರಿತಂತೆ ವೈದ್ಯಕೀಯ ವರದಿ ನೀಡಲು ವೈದ್ಯಕೀಯ ಮಂಡಳಿಯ ನೆರವು ಪಡೆಯಬಹುದಾಗಿದೆ.[೩]
