This fails WP:NFCC#1 as it is a coat of arms. See for example Wikipedia:Files for deletion/2013 July 17#File:Arzachena-Stemma.png and the following sections. Tagged {{subst:rfu}}, but the uploader keeps removing the tag citing WP:OTHERTHINGSEXIST. Stefan2 (talk) 13:52, 2 December 2013 (UTC)

This is not the official coat of arms adopted by the municipality of Bergamo, but a scrupulous representation made by various designers on the site Araldicacivica.it following the blazons issued in the years by the Presidents of the Republic.
This site has allowed users to upload their files to Wikipedia project, so this image is kind of a free image and should remain on en.wikipedia.org.
Each CoA, following his reasoning, should be deleted from the site because, by definition, a CoA is a non-free logo for which a free image might reasonably be found or created that adequately provides the same information.
The question is: why there are thousands of coats of arms from all over the world (including Italy) uploaded in the same way but this time the procedure is different? —Kingston28 (talk) 15:30, 2 December 2013 (UTC)

The problem is that there is no evidence that the website Araldicacivica.it made this drawing (and the permission you linked to is only for Wikipedia). The website appears to contain multiple different drawings from various unknown sources (see Commons:Commons:Deletion requests/Italian CoA). Unfortunately, there is a backlog of thousands of images which need to be reviewed and usually deleted, but that is not a valid reason for keeping this one. --Stefan2 (talk) 23:25, 4 December 2013 (UTC)

Of course there is. In the description of the CoA of Bergamo made by Araldicacivica you can read: "Stemma ridisegnato migliore (1st picture from the left), gonfalone ridisegnato (2nd), gonfalone ufficiale (3rd)" (Coat of Arms redesigned better, banner redesigned, official banner).
On the contrary, under the CoA of Fiorano al Serio, which was taken from another website, there is no description saying it was redesigned.
Another evidence is the fact that you won't find a version of the same file on the net uploaded before 28 May 2010 (which is the date of its upload on Araldicacivica).
By the way, as you can see, I didn't upload the file on Commons but only on en.wikipedia.org, so the permission is valid.—Kingston28 (talk) 11:54, 5 December 2013 (UTC)
