Color and size of sitenotice

My reasoning behind using red color and big size in the sitenotice

• The intended targets of this site notice is site visitors who are not already Users. I believe that blue lettering mingled with blue links will not be sufficient to draw their attention to either the autotransliteration help page or the sand box. Hence I think red coloring of either the links or the background message is necessary.
• The reason for the big size is that there is already a HUGE fundraiser site notice and this site notice is competing for attention with that. Unregistered users cannot dismiss the fundraiser notice like we registered users can. Hence there is a high probability that they might not notice this autotransliteration system.

Hello, good news! Thanks to FreedomFighterSparrow and Brion, unregistered users can now hide the sitenotice again. Previously, they were forced to see it continuously.
