Last month, the Wikimedia Foundation's Trust & Safety team announced a future consultation about partial and/or temporary office actions. We want to let you know that the draft version of this consultation has now been posted on Meta.

(ಸಿಐಎಸ್‌ನ ಕಾರ್ಯ ಯೋಜನೆಯನ್ನು ಇಲ್ಲಿ ನೋಡಬಹುದು) ಈ ಬಗ್ಗೆ ನಾವು ಇಲ್ಲಿ ಪ್ರಸ್ತಾಪಿಸಿರಲಿಲ್ಲ. ಅದಕ್ಕಾಗಿ ಕ್ಷಮಿಸಿ. Newbie Biting

We are all aware of Newbie biting. One editor by User:Lokesha kunchadka who is indulging in Newbie biting in Kannada and Tulu Wikipedias from almost last 2-3 months. He was issued a warning by the admin in Kannada Wikipedia, link is here.

I have been conducting Diversity Editathons from last 3 months. One of the major aims of these editathons is to bring more women editors. Before the new editor completes the article this person jumps in and adds templates to imply the article is not of good quality. The new editors, especially the women editors, are scared to continue editing because of this newbie biting. Apart from this I had written an article on 13th October 2019 with the template Under constriction for which he commented saying there is no such topic. I was planning to complete the article with reference to the title today.

ಸದ್ಯ ಮೇಲಿನ ವಿಚಾರಕ್ಕೆ ನನ್ನ ಒಪ್ಪಿಗೆಯಿದೆ. ಸಮುದಾಯದಲ್ಲಿ ಸ್ವಲ್ಪ ಏರು ತಗ್ಗಿನ ಮಾತುಗಳು ಬರುವುದು ಸಹಜ. ಆದರೆ ಹೊಸ ಸಂಪಾದಕರನ್ನು ಆದಷ್ಟು ಆಧರಿಸಿ ಅವರಿಗೆ ಸಲಹೆ, ಸೂಚನೆ, ಮಾರ್ಗದರ್ಶನ ನೀಡಬೇಕಾದದ್ದು ಪ್ರತಿಯೊಬ್ಬ ಹಿರಿಯ ಸಂಪಾದಕರ ಜವಾಬ್ದಾರಿ. ಇಂತಹ ಸಂದರ್ಭದಲ್ಲಿ ಹೊಸ ಸಂಪಾದಕರು ಗಾಬರಿಯಾಗುವುದು, ಅಡಿಟ್ ಮಾಡೋದನ್ನೇ ಬಿಡುವುದು, ಇದರಿಂದೇನು ಲಾಭವೆಂದು ನಿರಾಸೆಗೊಳ್ಳುವುದು ಸಹಜ. ಆರಂಭದಲ್ಲಿ ನನಗೂ ಹೀಗಾಗುತ್ತಿತ್ತು. ತಪ್ಪುಗಳನ್ನು ಎತ್ತಿ ತೋರಿಸುವಾಗ ಸ್ವೀಕರಿಸುವ ಮನೋಭಾವವೂ ಬಹಳ ಮಂದಿಯಲ್ಲಿ ಇಲ್ಲ. ತಪ್ಪು ಆದದ್ದು ನನ್ನ ವೀಕ್‌ನೆಸ್ ಅಲ್ಲ. ಆದರೆ ಮಾಡಿದ ತಪ್ಪನ್ನೇ ಮಾಡುವುದು ತಪ್ಪೇ. ಗೊತ್ತಿಲ್ಲದೆ ಆದಾಗ ಹೇಳಿಕೊಡುವವರು ಸ್ವಲ್ಪ ಹಿತಮಿತವಾದ ಭಾಷೆಯಲ್ಲಿ ಅರ್ಥವಾಗುವಂತೆ ಒಬ್ಬರಿಗೇ ಕರೆದು, ಆಥವಾ ಫೋನ್ ಕರೆಮಾಡಿ ಹೇಳಿದರೆ ಉತ್ತಮವೂ ಹೌದು. ಯಾಕೆ ಸಮುದಾಯದಲ್ಲಿ ಆಗಾಗ ಜಗಳ ಆಗುತ್ತದೆ? ಅದೂ ನಮ್ಮ ನಮ್ಮ ಮೂಗಿನ ನೇರದ ಜಗಳ. ನಾನು ತಿಳಿದವನು. ಬಿಟ್ಟುಕೊಡಲಾರೆ. ನಾನು ಇನ್ನೂ ಹೆಚ್ಚು ತಿಳಿದವನು. ನಾನು ಬಿಟ್ಟು ಕೊಡಲಾರೆ. ಹೀಗೆ ಉಂಟಾದ ಮನಸ್ತಾಪಗಳು ಯಾವ ಪಂಚಾತಿಗೆಯಿಂದಲೂ ಸರಿಯಾಗಲಾರದು. ಒಳಗೊಳಗಿಂದ ನಡೆಸುವ ಪಿತೂರಿಯವರೂ ಇದ್ದಾರೆ. ಎದುರಿಗೆ ಚೆನ್ನಾಗಿರುವುದು ಹಿಂದಿನಿಂದ ಬೈಯೋದು. ನಾವೆಲ್ಲ ಕೆಲಸ ಮಾಡೋದು ಕನ್ನಡ ಭಾಷೆಗಾಗಿ ಎಂಬ ಅರಿವಿದ್ದರೆ ಎಲ್ಲ ಜಗಳಗಳೂ ತಣ್ಣಗಾಗುತ್ತವೆ. ಹೀಗೆ ಕನ್ನಡ ಸಮುದಾಯದಲ್ಲೂ ಜಗಳ ಇದ್ದರೆ ಅದನ್ನು ಪರಿಹರಿಸೋದು ನಮ್ಮ ಕೆಲಸದಿಂದ. ಉತ್ತಮ ಲೇಖನಗಳನ್ನು ಆಗಾಗ ಮಾಡುವ ಸಂಪಾದನೋತ್ಸವ ಮಾಡೋಣ. ಅಲ್ಲಲ್ಲಿ ಸೇರೋಣ. ಮೈಸೂರು, ಮಂಗಳೂರು, ಬೆಂಗಳೂರು, ಹಂಪಿ, ಶಿವಮೊಗ್ಗ ಹೀಗೆ ಎಲ್ಲ ಕಡೆ ಹೋಗುವ ಅವಕಾಶವೂ ಬರಲಿ. ಸಿರಿಗನ್ನಡಂ ಗೆಲ್ಗೆ. --Vishwanatha Badikana (ಚರ್ಚೆ) ೦೯:೪೮, ೧೮ ಅಕ್ಟೋಬರ್ ೨೦೧೯ (UTC)

Opposition for the way blocking process handled by admin

It is very sad to see blocking process happened in this way. I am writing this purely from my personal motivation but not with any interest or concern about blocking Lokesha kunchadka. But I have opposition for the way bureaucrat handled this process. I will list out the policies which bureaucrat did not abide by.

Firstly, in the warning Pavanaja said on Lokesha's talkpage

Many new editors are coming to Kannada Wikipedia because of editathons. I have noticed that you are simply going on adding templates to the articles by these new editors. This is not going to be of much help. The action by you of adding templates to almost every article by new editors will be considered as newbie biting. Your aim may be improving the quality of articles in Kannada Wikipedia, but the outcome might be that the new editors will simply quit editing. Instead of adding these templates, I suggest you to improve the articles and and show the editors how exactly an article can be improved. That example will help the editors rather than the templates added by you. You may even create a tutorial on improving the quality of an article. If you can't do that I reprimand from adding templates to articles at random and doing newbie biting. This is also a warning to you to desist from doing so.--ಪವನಜ ಯು. ಬಿ. There is no link to the policy and it is not clear what template he was adding and under newbie biting which policy he did not follow. Editor may not know the policy so admin must cite policy pages either in Kannada or English. Newbie biting policy and guidelines are here and here. In this case it is the duty of the administrator to give proper citation to the policy and educate before blocking, which is not done. Also as I can see the blocked user is only adding “references needed” tags, which is not at all newbie biting. If newbies are getting demotivated by just seeing those tags, it organisers’ responsibility to explain the importance of such tags. If a user doesn’t learn how to receive constructive criticism at the beginning, it will be very problematic when they grow as a user, and eventually affecting the quality of content produced. If a users sends continuous talk page warning, that may count as newbie biting but not this. This should be discussed with the community than just one person deciding on what newbie biting is. While blocking a proper explanation and evidence should be given with links, which are not at all seen here. Please provide the evidence of harassing new women Wikipedian. So that community understands the actual situation. And it’s clearly mentioned

Block reasons should avoid the use of jargon as much as possible so that blocked users may better understand them.

Here admin used “you are indulging in whataboutery”. User many not even understand this. I had to go to a dictionary to see the meaning of the words because it’s Kannada Wikipedia. Block reason could have at least translated. Also please provide links to where you have previously warned the user in question, on Wikipedia about this matter. It was stated that there have been multiple warning given.

I do not see enough community discussion went for long. According to WP:INVOLVED “Do not block someone where you have, or may seem to have, a conflict of interest with regards to the editor in question or the topic in dispute – known as being "involved". This is generally construed very broadly by the community, to include current or past conflicts with an editor (or editors) and disputes on topics, regardless of the nature, age, or outcome of the dispute. However, issuing warnings, calm and reasonable discussion and explanation of those warnings, advice about communal norms, and suggestions on possible wordings and approaches, do not make an administrator 'involved'.” I clearly see conflicts of interest here. That is Pavanaja conducted workshop and previously Pavanaja and Lokesha commented against each other on CIS-A2K request page on Meta. And Pavanaja was resource person for the workshop. From this workshop user complained. So User:Pavanaja should not block User:Lokesha kunchadka. Instead he can request other admins to do so.
I was trained by User:Pavanaja and during that time I had informed that when community members add any templates take it positively and they are helping you to write quality articles. ಗೋಪಾಲಕಷ್ಣ ನಿಮ್ಮ ಮಾತಿನಲ್ಲಿ ತುಂಬ ವ್ಯಂಗ್ಯಗಳಿವೆ. ಬಹಳ ಹಿಂದೆ ವಿಕಿಪೀಡಿಯದ ಒಳ ಜಗಳದ ಬಗ್ಗೆ ಕ್ರೈಸ್ಟ್‌ನಲ್ಲಿ ಸಭೆ ನಡೆಸಿ ಸರಿಪಡಿಸಲು ಪ್ರಯತ್ನಿಸಿದ್ದೀರಿ. ಅದು ಯಾರ ಪರವಾದ ಪ್ರಯತ್ನವೆಂದು ಈಗ ಸ್ಪಷ್ಟವಾಗುತ್ತಿದೆ. ಲೇಖನ ಮಾಡುವಾಗ ಬಂದು ಟೆಂಪ್ಲೆಟ್ ಹಾಕುವವರಿಗೆ ಅದೇ ಲೇಖನವನ್ನು ಇನ್ನಷ್ಟು ಉನ್ನತೀಕರಿಸಲು ಪ್ರಯತ್ನಿಸಬಹುದಲ್ವಾ? ಯಾವಾಗ ಲೇಖನವನ್ನು ಮುಗಿಸಿದ್ದಾರೆ ಎಂಬುದೂ ತಿಳಿಯದಷ್ಟು ಜವಾಬ್ದಾರಿಯನ್ನೂ ತಿಳಿಯದ ಸಂಪಾದಕರಿಗೆ ಏನನ್ನಬೇಕು. ಬರೇ ಟೆಂಪ್ಲೆಟ್, ಅಲಿಸುವುದು, ಟೀಕೆ ಇಷ್ಟಕ್ಕೇ ಒಬ್ಬರು ಇದ್ದರೆ ಸಾಕೇ? ವಿಕಿಪೀಡಿಯದ ನಿರೀಕ್ಷೆ ಒಂದು ಲೇಖನವನ್ನು ಹಲವರು ಸೇರಿ ತಯಾರಿಸುವುದು. ಒಬ್ಬರು ಬರೆದದ್ದು ಸರಿಯಿಲ್ಲವೆಂದು ಇನ್ನೊಬ್ಬರು ದೂರುವುದು. ಹೀಗೇ ಆದರೆ ವಿಕಿಪೀಡಿಯದಲ್ಲಿ ಯಾಕೆ ಬರೆಯಬೇಕು? ಅಡ್ಮಿನ್ ಬೈಸಿಕೊಂಡು ವಿಕಿಪೀಡಿಯ ಕೆಲಸ ಮಾಡಬೇಕಾ? ಕಾಮನ್ಸ್‌ನಲ್ಲಿ ಹಾಕಿರುವ ಚಿತ್ರಗಳಿಗೆ ಗುಣಮಟ್ಟ ಸರಿ ಇಲ್ಲವೆಂದು ತೀರ್ಮಾನಿಸುವ ಏಕಾಏಕಿ ನಿರ್ಧಾರವೂ ಸರಿಯೇ? ದ್ವೇಷ ಮಾಡುವಿರಾದರೆ ವಿಕಿಪೀಡಿಯ ಲೇಖನವನ್ನು ಬರೆಯುವವರು ಯಾರು? ಬಹಳ ಹಿಂದೆ ಅಲೋಶಿಯಸ್ ಕಾಲೇಜಿನಲ್ಲಿ ಗುಣಮಟ್ಟದ ಲೇಖನಕ್ಕಾಗಿ ವಿದ್ಯಾರ್ಥಿಗಳನ್ನು ಬಳಸಿದ್ದೆವು. ಅದರಲ್ಲಿ ನೀವೂ ಒಬ್ಬರಿದ್ರಿ. ಅಂತಹ ಯಾವುದೇ ಕೆಲಸಗಳ ನೆನಪು ಈಗ ಇಲ್ಲವೇ? ನನಗನಿಸುತ್ತದೆ ಕೆಲಸಕ್ಕಿಂತ ಪಿತೂರಿಯೇ ಹೆಚ್ಚಾಯಿತು ಅಂತ. --Vishwanatha Badikana (ಚರ್ಚೆ) ೧೩:೪೩, ೨೪ ಅಕ್ಟೋಬರ್ ೨೦೧೯ (UTC)

Newbie biting is a recent act, Lokesha kunchadka has attacked me personally in this page

Lokesha kunchadka has opposed Gender Gap activity in Tulu Wikipedia as well by saying this. (translation:Instead of working for Tulu, there is only feminism. In the name of Tulu, more women related activities are done in Kannada and no work is done in Tulu). On what basis did he make this statement when there are women contributors.
If Lokesha kunchadka is more concerned on the quality, he should have improved the quality by adding references or demonstrating how it has to be done, instead of adding templates and thereby discouraging new editors.

Feedback wanted on Desktop Improvements project

ನಮಸ್ಕಾರ. The Readers Web team at the WMF will work on some improvements to the desktop interface over the next couple of years. The goal is to increase usability without removing any functionality. We have been inspired by changes made by volunteers, but that currently only exist as local gadgets and user scripts, prototypes, and volunteer-led skins. We would like to begin the process of bringing some of these changes into the default experience on all Wikimedia projects.

We are currently in the research stage of this project and are looking for ideas for improvements, as well as feedback on our current ideas and mockups. So far, we have performed interviews with community members at Wikimania. We have gathered lists of previous volunteer and WMF work in this area. We are examining possible technical approaches for such changes.

We would like individual feedback on the following:

Identifying focus areas for the project we have not yet discovered
Expanding the list of existing gadgets and user scripts that are related to providing a better desktop experience. If you can think of some of these from your wiki, please let us know
Feedback on the ideas and mockups we have collected so far

We would also like to gather a list of wikis that would be interested in being test wikis for this project - these wikis would be the first to receive the updates once we’re ready to start building.

When giving feedback, please consider the following goals of the project:

Make it easier for readers to focus on the content
Provide easier access to everyday actions (e.g. search, language switching, editing)
Put things in logical and useful places
Increase consistency in the interface with other platforms - mobile web and the apps
Eliminate clutter
Plan for future growth

As well as the following constraints:

Not touching the content - no work will be done in terms of styling templates or to the structure of page contents themselves
Not removing any functionality - things might move around, but all navigational items and other functionality currently available by default will remain
No drastic changes to the layout - we're taking an evolutionary approach to the changes and want the site to continue feeling familiar to readers and editors

There are some issues that need to be addressed regarding the Juries of the Project Tiger 2.0 article writing contest. Some of the User has shown interest to be a jury and evaluate the articles created as the part of the writing contest. But they don't meet the eligibility criteria. Please discuss this aspect with the community, if the community feel that they have the potential to be a jury then we can go ahead. If not please make a decision on who can be the jury members from your community within two days. The community members can change the juries members in the later stage of the writing contest if the work done is not satisfactory or the jury member is inactive with the proper discussion over the village pump.

Beta feature "Reference Previews"

A new beta feature will soon be deployed to your wiki: Reference Previews. As you might guess from the name, this feature gives you a preview of references in the article text. That means, you can look up a reference without jumping down to the bottom of the page.

Reference Previews have already been a beta feature on German and Arabic Wikipedia since April. Now they will become available on more wikis. Deployment is planned for October 24. More information can be found on the project page.

First of all "Happy Dipavali/Festive season". On behalf of the Project Tiger 2.0 team we have exciting news for all. Thanks for your enthusiastic participation in Project Tiger 2.0. You also know that there is a couple of interesting edit-a-thons around. We are happy to inform that the Project Tiger article list just got bigger.

We'll collaborate on Project Tiger article writing contest with Wikipedia Asian Month 2019 (WAM2019) and Wiki Women for Women Wellbeing 2019 (WWWW-2019). Most communities took part in these events in the previous iterations. Fortunately this year, all three contests are happening at the same time.

Wikipedia Asian Month agenda is to increase Asian content on Wikipedias. There is no requirement for selecting an article from the list provided. Any topic related to Asia can be chosen to write an article in WAM. This contest runs 1 November till 30 November. For more rules and guidelines, you can follow the event page on Meta or local Wikis.

WWWW focus is on increase content related to women's health issues on Indic language Wikipedias. WWWW 2019 will start from 1 November 2019 and will continue till 10 January 2020. A common list of articles will be provided to write on.

In brief: The articles you are submitting for Wikipedia Asian Month or WWWW, you may submit the same articles for Project Tiger also. Articles created under any of these events can be submitted to fountain tool of Project Tiger 2.0. Research Study on Indic-Language Wikipedia Editions

Research Study

Although cultural and linguistic diversity on the Internet has exploded, English content remains dominant. Surprisingly, this appears to be true even on Wikipedia which is driven by increasingly linguistically diverse groups of participants. Although Wikipedia exists in almost three hundred language versions, participation and content creation is not distributed proportional to readership—or even proportional to editors’ mother tongues. A widely discussed puzzle within studies of online communities is that some small language communities thrive while other similar communities fail.

I hope to study this dynamic in Indic-language Wikipedia communities. There are dozens of Wikipedias in Indian language versions. I hope to study the experiences of several Indic-language Wikipedia communities with different levels of success in building communities of online participants but with similar numbers of Internet-connected native speakers, that face similar technical and linguistic challenges, that have similar socio-economic and political conditions, and so on.

[WikiConference India 2020] Invitation to participate in the Community Engagement Survey

This is an invitation to participate in the Community Engagement Survey, which is one of the key requirements for drafting the Conference & Event Grant application for WikiConference India 2020 to the Wikimedia Foundation. The survey will have questions regarding a few demographic details, your experience with Wikimedia, challenges and needs, and your expectations for WCI 2020. The responses will help us to form an initial idea of what is expected out of WCI 2020, and draft the grant application accordingly. Please note that this will not directly influence the specificities of the program, there will be a detailed survey to assess the program needs post-funding decision.

Hello everyone,

It has been around 70 days since Project Tiger 2.0 started and we are amazed by the enthusiasm and active participation being shown by all the communities. As much as we celebrate the numbers and statistics, we would like to reinstate that the quality of articles is what matters the most. Project Tiger does not encourage articles that do not have encyclopedic value. Hence we request participants to take care of the quality of the articles submitted. Because Wikipedia is not about winning, it is about users collectively building a reliable encyclopedia.
